Informatics Analyst III
The University of Alabama at Birmingham

Key Duties & Responsibilities:
1. Designs, develops, and maintains database structures within the ETO environment to support data entry, reporting, performance measurement, and evaluation needs across Alabama's First Teacher home visiting system.
2. Creates and manages assessments, touchpoints, and structured data collection instruments used by home visiting sites to enter high-quality participant-level data.
3. Configures regional site structures within ETO to support program operations and compliance with federal and state reporting requirements.
4. Oversees the generation, extraction, and transformation of ETO data needed for integration with external state systems.
5. Develops and applies data cleaning, normalization, and validation procedures to ensure that exported datasets meet ADECE's format, quality, and interoperability standards.
6. Ensures that cleaned and standardized ETO datasets can be reliably ingested into ADECE's ECEData system, supporting statewide program monitoring, reporting, and longitudinal analysis.
7. Supports the preparation of ETO data files that feed into Alabama's ThinkData-maintained longitudinal data infrastructure, ensuring alignment with schema requirements, variable naming conventions, and data integrity standards.
8. Coordinates with ADECE partners and ThinkData collaborators to continuously refine export processes, improve match rates, and enhance compatibility across systems.
9. Conducts data processing, validation, and analysis for performance measurement, CQI activities, and program evaluation across the First Teacher system.
10. Develops monthly, quarterly, and annual reports for ADECE, HRSA, and program stakeholders, using ETO data to summarize outcomes, fidelity, benchmarks, and quality indicators.
11. Prepares backend datasets for internal analyses, dashboards, and submission to funders and state agencies.
12. Evaluates and improves workflow efficiency across ETO processes through system configuration, process redesign, and automation where appropriate. Streamlines data intake processes to support more accurate, standardized, and complete data entry across home visiting programs.
13. Collaborates with partners to ensure that ETO workflows align with downstream reporting and integration needs (e.g., ECEData, ThinkData).
14. Provides ongoing technical support for ETO, including troubleshooting data entry issues, resolving reporting errors, and coordinating with Bonterra for complex or system-level challenges.
15. Supports home visiting programs in resolving issues related to access, assessments, reports, and data entry workflows. Ensures continuity and reliability of data systems through regular maintenance and monitoring.
16. Develops and maintains data definitions, validation rules, and standardized data entry guidelines to support accurate and consistent reporting across all First Teacher sites.
17. Conducts data quality reviews, including completeness checks, logic checks, and error-pattern identification, to ensure reliable statewide reporting.
18. Supports compliance with federal HRSA requirements and state expectations related to MIECHV and ADECE data management standards.
19. Creates and delivers training materials, documentation, and user guides to support home visiting staff in accurate use of the ETO system.
20. Leads onboarding and refresher trainings for new home visitors, supervisors, and program staff.
21. Conducts monthly (or as needed) technical assistance sessions with sites to review data, address questions, reinforce best practices, and improve data quality.
22. Serves as a key liaison between the First Teacher home visiting programs, ADECE, ThinkData, and technology partners.
23. Communicates system updates, data changes, and export requirements.
24. Performs other duties as assigned.

Salary Pay Range: Salary is negotiable

Qualifications

Minimum Requirements:
Associate's degree in a related field required and six (6) years of related experience required. Work experience may substitute for education requirement.
