Description
The University of Alabama at Birmingham (UAB) seeks a HUMAN RESOURCES PARTNER MANAGER to independently manage human resources services to employees within a large complex department(s), college, or school. To collaborate with the VP, CIO, Dean, or Executive Director of Administrative Operations in the strategic coordination and managing of the fast-paced and ever changing environment of Human Resources (HR) for a large department, school, or unit. To collaborate with Central HR and assist in all aspects of recruitment, compensation, benefits administration, employee training, employee relations, employee services, and equity coordination. To serve as first point of contact for Human Resource Partner (HRP) related issues within the unit. To direct and communicate HR initiatives. To manage and supervise processes of UAB entities. To develop, maintain, implement, and update standard operating procedures (SOPs) according to UAB policies; responsible for dissemination and implementation of all HR related changes and updates.
RESPONSIBILITIES:
I. Strategic HR Leadership People Strategy Creates and executes the SON people strategy, including organizational design, competency coaching, career development, internal movement, retention strategies, talent acquisition strategies, and succession planning. Provides strategic direction and counsel to Associate Deans, Department Chairs, and administrators on faculty recruitment, retention, evaluation, promotion, remuneration, contract development, and professional development. Leads the planning and implementation of operational plans, including reporting, credentialing, faculty and staff development, HR issues, and accreditation preparation.
II. HR Operations Employee Lifecycle Management Directs all administrative HR processes, including hiring, onboarding, performance appraisals, and HR relations for all employees. Oversees position development, classification, compensation analysis, employee relations advisement, training and development, and employee evaluation processes. Ensures continuous improvement of tracking databases and systems to maintain accuracy in reporting. Oversees payroll management, ensuring biweekly payroll and non-recurring elements are processed accurately and in alignment with University policies. Directs recruitment and hiring processes for staff positions; creates new positions and evaluates existing roles to ensure appropriate classification Coordinates recruitment activities with University HR and SON stakeholders; reports annually on recruitment, reclassification, promotion, and departure activities. Evaluates job positions, promotions, and compensation proposals for prospective and current employees. Directs and oversees new hire, reclassification, and termination processes; ensures personnel data is current and accurate. Serves as the administrator for the Campus Time and Attendance program and oversees the HR staff provides training for employees. Provides advisement and support to supervisors regarding performance management, disciplinary notifications, disciplinary meetings, and terminations. Communicates and advises supervisors and employees on employment-related policies, procedures, rules, laws, and regulations; ensures appropriate documentation is maintained. Training, Development Supervisor Capability Building Faculty Affairs Leadership Oversees all faculty personnel actions and ensures compliance with applicable policies, procedures, and external regulations, including affirmative action and equal employment opportunity requirements. Serves as liaison between the Dean's Office and the Provost Office Faculty Affairs. Oversees administrative operations of the SON Faculty Organization APT Committee, including promotion and tenure processes, prior reviews, biennial reviews, guideline approvals, elections, and maintenance of the promotion/tenure management site. Research, Grants, Clinic and Contract HR Support Directs HR support for the Office of Research and Scholarship for all grant- and contract-funded HR needs. . Compliance, Reporting Data Systems Ensures compliance with UAB compensation guidelines, HR policies, procedures, and federal regulations Safety, Facilities Administrative Operations Monitors safety programs to ensure regulatory compliance; oversees rectification of safety concerns or violations. Monitors and maintains the SON emergency contact plan and SON Operation Guidelines. Staff Supervision Support Staff Effectiveness Manages and ensures the effectiveness of support staff roles through position and role reviews. Communication Stakeholder Engagement Communicates HR initiatives with departments, centers, and programs. . Budgeting Financial Oversight Oversees the overall HR Office budget, ensuring alignment with School and University financial policies. Manages the School of Nursing employee merit process, including coordination, communication, and execution.
(Annual Salary: $73,945 - $120,165)
Qualifications
Bachelor's degree in a related field and ten (10) years of related experience required. Work experience may NOT substitute for education requirement.
Master's degree in Human Resources, Business Administration or other relevant degree and ten years of progressively responsible operations and/or human resources experience preferred. Working knowledge of ORACLE HR processes and experience with UAB faculty and staff hiring processes strongly desired. Grants and Contracts HR support is preferred. Candidates must possess strong computer skills including Microsoft Word, Access, Excel, SharePoint, and ORACLE. Minimum of two (2) years UAB experience in an HR- related capacity strongly desired.
