Description
The University of Alabama at Birmingham (UAB) seeks PROGRAM DIRECTOR III to direct the administrative and fiscal affairs of a large complex department/division or multiple departments. Represents and speaks on behalf of upper management with the University Administration at all levels. Responsible for strategic planning, analysis/forecasting/budgeting, oversight, legal documentation, formal agreements, international and domestic project administration and management. May be required to manage major international collaborations by partnering with faculty and other staff entities on project writing development, personnel management, facilities/space planning, fiscal aspects of the program including grant proposals and grant administration (in conjunction with departmental administrators). Establishes administrative and financial systems for the department. Directs department staff as needed to ensure completion of major projects and tasks. May require international travel and may assist in interdepartmental collaborations.
RESPONSIBILITIES:
- Oversee all aspects of financial operations, including budgeting, forecasting, and reconciling clinical, administrative, and payroll accounts.
- Develop and provide long-term financial projections to support decision-making for clinical operations and research faculty, ensuring alignment with departmental and institutional goals.
- Approve high-level expenditures and ensure compliance with federal, state, and UAB financial and research regulations.
- Lead grant financial management for clinical and research programs, including budget reconciliation, expenditure approval, and compliance with funding agency requirements.
- Collaborate with research faculty to develop grant proposals, monitor funding utilization, and ensure adherence to regulatory standards.
- Provide strategic oversight for pre- and post-award processes, including reporting and auditing.
- Manage and mentor a team of administrative, financial and clinical staff, fostering a collaborative and equitable work environment.
- Direct space and facilities planning to optimize clinical and administrative operations, ensuring efficient resource allocation.
- Lead special projects, such as process improvements or technology integrations, to enhance operational efficiency in clinical settings.
- Analyze data and compile comprehensive reports on budgets, personnel, space utilization, and clinical performance metrics for senior leadership.
- Ensure adherence to clinical, financial, and research compliance standards, including HIPAA, IRB, and federal/state regulations.
- Serve as a liaison with university administrative units, clinical partners, and external stakeholders to facilitate interdepartmental collaborations and partnerships.
- Represent the department in high-level meetings with administrators, advocating for resources and strategic initiatives.
- Drive initiatives to enhance clinical service delivery, operational efficiency, and research productivity.
- Perform other duties as assigned.
(Annual Salary: $73,945 - $120,165)
Qualifications
Bachelor's degree in a related field and ten (10) years of related experience required. Work experience may NOT substitute for education requirement.
A solid foundation in business and fiscal management in a clinical academic setting. Must be able to multitask, maintain confidentiality and work at a fast pace in a department with multiple divisions and numerous faculty, staff, residents and students.
