Description
The University of Alabama at Birmingham (UAB) is seeking a BUSINESS OFFICER II to serve in the capacity of Business Manager for the School of Engineering. Relieves Director of Administration and Fiscal Affairs of administrative detail with responsibility for financial management/budget, personnel policy administration, space and facilities planning, grants administration, policy interpretation and enforcement. Conducts special projects, analyzes data and compiles reports regarding budgets, personnel and space utilization. Interacts with University administrative units and assures the integrity of department/school administration and financial operations. Serves as financial/budget/grants manager for assigned units. Interact with administrators and assist with interdepartmental collaborations. May handle compliance related issues.
Key Duties and Responsibilities:
1. Budget management: prepares labor planning and annual budgets for assigned units. Establishes and maintains financial management databases and systems which conform to standard accounting practices.
2. Manages assigned departmental accounts: Assures proper accounting for state, grant, and contract and/or revenue producing accounts. Reconciles assigned accounts on a monthly basis to include analyzing account activity and proactively resolving issues. Prepares salary reclassifications, journal entries, and deposits of receipts in a timely and accurate manner. Provides ongoing financial analysis of expenditures and makes recommendations for maintaining fiscal stability. Provide timely reports to Department Chairs, PIs, and Director of Administration and Fiscal Affairs. Makes decisions regarding the use of financial resources. Stays abreast of policies, including major equipment purchases and bid laws, and provides financial guidance to staff and appropriate University personnel. Coordinates integration with University Accounting system. Supervises departmental accounting operations and activities to include approval and processing of disbursement and internal requisitions, payment requests, and P-card transactions. Interacts with vendors and complies with UAB bid policy and procedures.
3. Post-award grants management: pay and post invoices, prepare reports; re-budget and process funding source changes. Ensures proper accounting of grant accounts; amendments, modifications and extensions.
4. Space and facilities planning: Collaborate with department in preparation of the annual space survey May prepare and/or supervise the processing of departmental personnel actions. Periodically assists with submission of ACT documents and other UAB internal appointment forms. Assists with recruitment activities in use of TALEO and People Admin platforms. Acts as liaison with appropriate University financial staff.
5. May have pre-award submission responsibilities: receives proposals, reviews RFAs, collaborate with PIs and research administrators in the preparation and submission of research proposals in accordance with sponsor requirements and UAB policies.
6. Other duties as assigned. Ideal Candidate: Self-Starter, proactive and diligent with follow-through on assignments.
(Annual Salary: $63,875 - $103,800)
Qualifications
Bachelor's degree in Business or a related field and five (5) years of related experience required. Work experience may NOT substitute for education requirement.
The ideal candidate will be proficient in Excel, experience with Oracle, highly organized with ability to prioritize tasks, ability to work with a high degree of independence, flexibility and willingness to adapt to change. Strong communication skills and customer service skills, Collaborative, with ability to work with all levels of management, Maintain confidentiality of information.
