Description
The Clinical Records Specialist is responsible for the secure file review, destruction, and purging of client paper and electronic records with the Employee Assistance Counseling Center (EACC). Working closely with the EACC Custodian of Records and Clinical Coordinator, this position ensures that all record management and destruction activities comply with applicable federal and state regulations, including HIPAA and the heightened confidentiality requirements for behavioral health and substance use records (42 CFR Part 2).
Key Responsibilities:
- Perform compliant destruction of paper and electronic records.
- Maintain accurate documentation of all destruction activities.
- Ensure adherence to records retention policies and regulatory requirements.
- Collaborate with the EACC Custodian of Records and Clinical Coordinator all purge activities.
- Performs additional clerical duties as assigned
Confidentiality Obligations:
- Maintains strict confidentiality of all client records, identifiers, and related information
- Recognize that EAP records may carry additional confidentiality protections beyond standard medical records
- Limits access to client information strictly to what is necessary to perform assigned duties (minimum necessary standard)
- Report any suspected breach or unauthorized discloser immediately to the Custodian of Records, Clinical Coordinator and UAB Medicine Privacy Officer
- Sign and uphold a confidentiality agreement as a condition of employment
Qualifications
Preferred Qualifications:
- Proficiency in Microsoft Office Suite
- Strong attention to detail
- Ability to independently organize and prioritize workload with minimal supervision
- Experience with secure file transfer protocols or electronic health record systems
